Implementation of phased closing of trunks of garbage chutes in multi-storey residential buildings
in Leninsky District
Pursuant to the minutes of the meeting of the Presidium of the Council of Ministers of the Republic of Belarus of 10.03.2015 No. 5 on the implementation of the plan for the phased closure of waste chutes in multi-storey apartment houses in 2015-2017, in 2017 there were closed down sixty trunks of garbage chutes in the housing stock of Leninsky District of Minsk.
The concept of management of municipal waste and secondary material resources in the Republic of Belarus for 2014-2020 approved by the Order of the Ministry of Housing and Communal Services of the Republic of Belarus of 07.07.2014 No. 78 (hereinafter referred to as the Concept) defines the main directions for the development of the system for collecting, removal, processing and burial of solid municipal waste, extraction of secondary material resources from them for 2014-2020.
Chapter 4 of the Concept stipulates that in order to maximize the recovery of secondary material resources from solid municipal waste (hereinafter referred to as SMW), it is necessary to design residential houses without garbage chutes, close down the existing garbage chutes and create container sites for separate collection of SMW.
In the housing stock serviced by the Municipal Unitary Enterprise "Housing Communal Services of Leninsky District of Minsk", there have been planned measures for closing in 2018-2020 588 trunks of garbage chutes in multi-apartment buildings and construction of container sites in courtyard areas.

According to the Law of the Republic of Belarus No. 135-З of 08.01.1998 "On Joint Ownership", the garbage disposal facility is the common property of all owners and tenants of the apartment houses. In accordance with Article 9 of this Law, owners must use the above common property in accordance with its designated purpose, without interfering with the implementation of the respective rights of other owners and tenants of apartments.
The decision on the choice of the way to manage real estate of joint ownership is adopted by a majority vote of the owners present at the meeting or their representatives, and is mandatory for all owners, including those who did not take part in the voting or voted against.
In accordance with paragraph 28 of Chapter 4 of the Sanitary Standards, Rules and Hygienic Norms "Requirements for the Arrangement, Equipment and Maintenance of Residential Houses" approved by Resolution No. 95 of the Ministry of Health of the Republic of Belarus dated 20.08.2015, in the event of the closure of the garbage chute, in the yard territory there must be constructed and equipped with the existing sanitary standards a container site for waste collection.
The main advantages of welding up trunks of garbage chutes in an apartment building:
- Payment by consumers of housing and communal services “treatment of solid municipal waste” in residential houses with a welded garbage disposal facility is made at a lower rate than in houses with a functioning garbage chute.
- Absence of fetid odors in the entrances of residential buildings coming from garbage chutes.
- Ecological effect gained due to minimization of the burial of solid municipal waste and an increase in the collection of secondary material resources for their subsequent processing, as well as the extraction of hazardous components.

The period of decomposition of organic waste lasts from one to six months. For example, the banana peel will decompose in 3-4 weeks, the core of an apple - in 2 months, and the orange peel - in six months. The period of decomposition of office paper, the amount of which in the world is much larger than that of newspaper, is not less than 2 years. The period of decomposition of cardboard of which packages for keeping food products are made, for example milk, juice, is still longer - about 5 years. It takes several years for the decomposition of fabric clothing. A woolen sock, for instance, will rot 1-5 years, depending on the climate. A cigarette butt thrown to the ground will remain there for another 10-12 years. The period of decomposition of old leather shoes last for about 40 years. The period of decomposition of motor accumulators is about 100 years whereas car tires can decompose in not less than 120-140 years. Disposable diapers break down for at least 500 years. The period of time for decomposition of a plastic bag reaches 1000 years, and some types of plastic do not decompose at all. The period of time for decomposition of glass lasts for a million years, and according to other data, glass does not decompose at all.
According to the "Methodological Recommendations for the Organization and Implementation of Work on Separate Collection of Secondary Material Resources from solid municipal waste" worked out by the Ministry of Housing and Communal Services of the Republic of Belarus, containers for collecting secondary material resources are established without organization of a container site on a solid foundation, container fencing is not constructed. In areas where multifamily housing is located, containers for collecting secondary material resources, including for the joint collection of secondary material resources, may be installed on the roadside near the entrances of apartment buildings.
