The way of the installation of barriers on the inner-yard territories of the housing stock
For the installation of barriers on the adjacent territories and territories (blocks) of individual residential buildings located on public lands, the applicants, in the person of the organization of developers, the partnership of owners, the organization that operates the housing fund and (or) provides housing and communal services, common property, an authorized person for managing common property, an organization that operates a housing fund and (or) provides housing and communal services, representatives of the initiative groups of areas (blocks) for individual residential development (hereinafter - Customers), apply to the relevant local executive and administrative bodies at the place of the planned installation of the barrier.
Based on the results of consideration of the appeal, the local executive and administrative bodies determine the need for giving permission for the installation of the barrier.
To carry out work necessary for the installation of the barrier, local executive and administrative bodies issue the following documents to the customer:
- a permit to carry out work on the installation of the barrier on public lands with indication of the place of its location without drawing up an act of land use;
- the scheme of the location of the barrier agreed by the territorial departments of architecture and the balance holders of engineering communications (communication networks, gas, electricity) with the technical conditions for electricity.
Development of the scheme for the location of the barrier, its installation, maintenance, dismantling and repair, as well as payment for the use of electricity are carried out at the expense of the own funds of the population and business entities, organizations of developers, partnerships of owners.
Service and other costs associated with the operation of the barrier are made in the manner prescribed by law for the provision of additional housing and communal services.
The barrier is installed by the organization (hereinafter - the contractor) on the basis of a contract for the execution of works concluded with the customer, the scheme of the location of the barrier according to the drawings of the manufacturer.
The barrier is connected to power supply networks and the cable is laid to the place of its placement by structural subdivisions and organizations servicing electric grids, by the technical conditions for connection and performance of cable laying works on a contractual basis.
Free access of special purpose vehicles to the local area or to the territory (blocks) of individual residential development is provided by the customer, including by means of barrier equipment by a manual opening device.
The test of the barrier is made by the customer in the presence of the contractor, the representative of the organization servicing the adjacent territory or the territory (blocks) of the individual residential development, which is a test report in an arbitrary form, which is the basis for the barrier to start working.
A copy of the test of the barrier test and chips (keys) in an amount not less than 3 units the customer is obliged to provide to the organization servicing the adjacent territory or the territory (blocks) of the individual residential building.
