On January 2, 2023, the Law of the Republic of Belarus dated July 18, 2011 No. 300-Z “On Appeals of Citizens and Legal Entities” (as amended on June 28, 2022) comes into force with additions and amendments.
The Law of the Republic of Belarus of July 18, 2011 No. 300-Z “On Appeals of Citizens and Legal Entities” (as amended on June 28, 2022) establishes the submission of electronic appeals to state bodies and other state organizations and the receipt of responses (notifications) to them through the state unified (integrated) republican information system for recording and processing applications from citizens and legal entities (system for recording and processing applications).
User access to the system of registration and processing of requests is provided through a website in the global computer network Internet at https://addresses.bel (Internet site).
Applicants in the system of registration and processing of appeals:
- are registered by filling out the registration form
on the website; - submit electronic appeals and receive responses (notifications) to them;
- view the list of submitted electronic applications
and the status of their consideration; - send informational messages and requests for advice on the functioning of the system of accounting and processing of appeals to the operator of the system for recording and processing appeals.
Applicants (with the exception of persons who are administrators of organizations or responsible persons) are registered in the system for registering and processing applications by entering the following information about themselves into the registration form on the website:
- surname, first name, patronymic (if any), address of the place of residence (place of stay), subscriber number of cellular mobile telecommunications, e-mail address - for an individual;
- payer's account number, name, location address of the organization, as well as surname, first name, patronymic (if any), e-mail address and subscriber number of cellular mobile telecommunications of the head or person duly authorized to sign appeals - for a legal entity.
During registration, the applicant (with the exception of the person who is the administrator of the organization or the responsible person):
- confirms the subscriber number of cellular mobile telecommunications by entering the confirmation code received in an SMS message to the specified number;
- confirms the email address by clicking on the link received at the specified address;
- attaches a public key certificate belonging to him or a biometric document if it is used for identification and authentication in the system for registering and processing requests.
Upon completion of the registration of the applicant (with the exception of the person who is the administrator of the organization or the responsible person), the system for recording and processing applications automatically generates the applicant's personal electronic account.
The applicant (with the exception of the person who is the administrator of the organization or the responsible person) for identification and authentication in the system for recording and processing applications, the applicants can use:
- login and password generated by him during registration in the system of registration and processing of requests;
- login and password generated during the registration process in the national postal electronic system;
- its public key certificate or biometric document.
After the applicant (with the exception of the person who is the administrator of the organization or the responsible person) has passed the identification and authentication procedures, the system for recording and processing requests authorizes him by providing the opportunity to use the functionality available to the applicant in his personal electronic account
